Dog Parks and Pet Gardens in Hong Kong: The Complete Guide (2026)

Restaurants are only half the story. Hong Kong has a growing network of public parks where dogs are genuinely welcome. The Leisure and Cultural Services Department (LCSD) runs 170 pet-friendly spaces across the city — from fully fenced dog gardens where your dog can run off the leash, to inclusive parks designed for pets and people to share. Here is how they work, what you will find, and how to find one near you.

Two kinds of pet-friendly park

Hong Kong’s LCSD pet spaces come in two families. Fenced dog gardens (狗公園) are enclosed runs built just for dogs — there are about 61 of them. Inclusive parks for pets (寵物共享公園) are shared public spaces where pets are welcome alongside everyone else — about 109 of them. Together that is 170 pet-friendly parks across all 18 districts.

The difference matters when you plan a visit, because only a fenced dog garden lets a reliable dog off the leash. We cover the comparison in detail in a separate guide.

Where they are

Pet-friendly parks are spread across every district of Hong Kong, from Hong Kong Island to Kowloon and the New Territories. Use the parks directory on this site to browse by district — each park has its own page with the address, opening hours, on-site facilities, a map, and one-tap walking or driving directions.

What you will find on site

Facilities vary from park to park, but many dog gardens include some combination of:

  • A securely fenced off-leash area
  • Dog toilets and waste-disposal points
  • Drinking water for dogs
  • Seating and shade for owners
  • Agility or play features at some larger sites

Each park page on this site lists the specific facilities reported for that location, so you can check before you travel.

The basic rules

These are public LCSD parks, not part of the FEHD restaurant scheme, and they have their own rules. In general:

  • Dogs should be licensed and vaccinated against rabies
  • Keep your dog leashed except inside the designated off-leash area of a fenced dog garden
  • Always clean up after your dog and use the bins provided
  • Fighting breeds and dogs declared dangerous may need a muzzle and are subject to extra controls
  • Supervise your dog at all times

Rules can vary by site, so always read the notice board at the park entrance.

Beat the Hong Kong heat

Summers are hot and humid. Visit in the early morning or the evening, bring plenty of water, and look for shade. Hot pavements and artificial turf can burn paws in the middle of the day, so press the back of your hand to the ground first — if it is too hot for you, it is too hot for your dog.
