Dog Gardens vs Inclusive Parks for Pets: What’s the Difference?

Browse Hong Kong’s pet-friendly parks and you will see two labels: dog garden and inclusive park for pets. They are not the same thing, and knowing the difference helps you pick the right spot for your dog. Here is a plain-language comparison.

Dog gardens (狗公園)

A dog garden is a purpose-built, fully fenced run just for dogs — there are about 61 across Hong Kong. The big advantage is the secure boundary: inside the enclosure you can let a reliable dog off the leash to run, play and socialise with other dogs. Most have dog toilets, drinking water and seating, and some larger sites add agility features. They are the best choice for energetic dogs and for practising recall in a safe space.

Inclusive parks for pets (寵物共享公園)

An inclusive park for pets is a shared public space where pets are welcome alongside other park users — there are about 109 across the city. These are usually not fully enclosed, so dogs are normally kept on the leash. The appeal is a pleasant, integrated environment — paths, greenery and sometimes pet-specific features — for a relaxed walk rather than off-leash running.

Which one suits your dog

A quick way to choose:

  • Needs to burn energy off-leash or socialise with other dogs → fenced dog garden
  • A calm, leashed stroll in green surroundings → inclusive park for pets
  • Nervous, reactive, elderly, or still learning recall → inclusive park, or a quiet dog garden at off-peak times
  • Not yet fully vaccinated → wait until your vet says it is safe, then start with a quiet visit

The rules differ in the details

Both kinds expect you to leash your dog when entering and leaving, to clean up, and to keep vaccinations and licensing in order. The key difference is off-leash: it is generally only allowed inside the designated area of a fenced dog garden, never in a non-enclosed inclusive park. Breed controls and muzzle requirements apply at both. As always, read the notice board on site, since individual parks can set their own conditions.
